Galaxy NoteMemberFM radio is not available in some models. There are many variants of Galaxy Note 2, some have Fm, some don’t. Some even have dual SIM card support.
If you open the radio app, it does not ask for handset, it means your model does not have FM radio.

Very likely, in Jelly Bean update, the shortcut /widget will be available.
