I think it is retail mode. You can go to application manager to disable it (settings–applications–all).

Galaxy NoteMemberas your Note 2 should be still under warranty, you can simply ask the service centre guys to do a check. Very likely, it is hardware issue. If you do not want to visit service centre, you can try to do a factory reset. Of course, you need backup your data before resetting.

If you visit the the service centre again, you may tell them you need Jelly Bean, which is available in India . You can also check it on the spot and ask them to correct it.

If still not working, you probably have to do a factory reset. Backup your date before trying to reset, because factory reset will erase all yoru settings.

Galaxy NoteMember1. the post-sales support for Galaxy Note 10.1 is under mobile phone divisions in some regions. The level of support varies. But anyway, any official Samsung service center should have staffs trained for repairing Note 10.1.
2. if the problem persists, try this null keyboard app. But you need enable normal keyboard once bluetooth keyboard is disconnected. At least less annoying. Of course, the best solution is to get a keyboard dock.
