Jelly Bean (4.1) update for Galaxy Note will arrive in a couple of months.
Galaxy NoteMemberNo, the pop-up video cannot be re-sized in ICS 4.0.4. But in Jelly Bean (4.1), you can re-size it as demoed in Galaxy Note 2.

Using rom for other regions may cause damage (although very unlikely) to your phone. And it may void your warranty.

Sometimes, Samsung’s Kies server may be too busy, or the server does not have good connections to some regions. So, you may still face some problems even if you have very good internet connection. In case of such problem happens, you can try to reboot your phone, and try to connect to Kies again and check update again.
Not sure about the pop-up play feature for UAE ICS 4.0.4 update, as it was just released last week and I haven’t heard any reports (complaints) on this.

Or, you can reset your phone (settings–back up and reset–factory data reset). You need back up your own data before resetting.
If it is a hardware issue, you have to go to local Samsung service center to get a replacement/repair.
Galaxy NoteMemberThe ICS 4.0.4 update solved a lot of issues encountered in the ICS 4.0.3 update. Actually, in some regions, users already got two ICS 4.0.4 update. The first one addressed many issues in ICS 4.0.3 update. The second one improved the stability and improve the performance noticeably.
Random rebooting can also be caused by some poor-written or malicious apps, in addtion to hardware/firmware issue. Occasionally, some widgets may also cause the issue.
During the update, the phone must reboot at least once. If, for some reasons, the update is not successful, you can always re-apply the update.

It seems after ICS update, users cannot manually set it anymore (in most other Android phones it is under calls–additional settings).
You may try to put your SIM card on any phones that can set own phone numbers, and set the number. Then, you can try to put this SIM card on your Note.

You can turn it on through settings–language and input—text to speech output–driving mode. Once you turn it on, you can tap Driving mode settings–enable unlock screen.
After using 5.3 inch Note, very few people want to go back to the 3.5 inch.
Galaxy NoteMemberS Note is saved as snb file by default, which should be readable by Note 10.1. You can open an S Note, then press the menu button (left), choose share via, the select the S Note, then select type as S Note document file (.snb), to copy it to another Note.
Anyway, I have not decided to go for ASUS Transformer infinity or Note 10.1, as I am not happy with the display on Note 10.1 (see this post: why Galaxy Note 10.1 will fail ?), but ASUS does not have S Pen.
So, I currently I cannot test it.
