Note 10.1 2014 edition uses hardware buttons. The location is fixed. Maybe I did not get your question correctly.

You can first try to uninstall apps that are not used any more. The partition has only 2GB. So, remove un-used apps.

Then, find the apps used most space, you can try to manually check the cache and data size. For some apps, you can “clear data” to reset the app.
If the phone is rooted, you may uninstall remove some bundled apps (not so much), and re-size the partition (not an easy job).

In Application Manager, you can sort apps by size (tap the menu button).

Galaxy NoteMemberm4V videos are usually DPRMed. it means you can watch on licensed devices. Very likely, these files are from Apple, and it is better to play them in iPhone or iPad.
If you can successfully convert (only when the m4v vides are NOT DRMed) them to MP4, you should be able to play the mp4 files.
