Do you have to turn the Samsung galaxy note ten phone off to charge it
No, it's not necessary to turn the phone off to charge the battery. You will miss all calls if you turn it off.
Anyway, it's safe to charge the phone when it's on. Actually, some vendors like LG will turn on the phone automatically when charging.
But you should not use the phone heavily unless you have to, when charging the battery. It's not good for the battery.

Yes, there is a dedicated section of accessibility under Settings. Some settings are for hearing. Some helps visually. You can try it in the store to see whether they are sufficient.
Actually, all Android phones have accessibility settings. Samsung phones have more options.
