Use Multi Window to run two applications on the screen at the same time in Galaxy Note 3.
To use Multi Window, on the Applications screen, tap Settings → Device → Multi window.
To show the Multi Window panel, tap and hold
Drag the circle between the application panels up or down to adjust the size of the panels. Tap the panel handle to hide or show the panel. When a panel is open, tap and hold the
handle and drag it to the left or right edge of the screen to move the panel. When a panel is
hidden, tap and hold the handle and drag it up or down to move the handle.
While using Multi Window applications, select an application window, tap the circle between the application windows, and then use one of the following:

Drag an item you want to share to the other window to share the item from one window to another. Some applications may not support this feature.
Use this feature to save the combination of current running Multi Window applications.
On the Multi Window panel, tap

Why should a (phone, I presume) carrier be able to affect basic OS functionality of a tablet at all? Can carriers affect applications that are not carrier specific apps?
We do not get cellular phone support where I live. I purchased a 2014 Note in order to have a fully functional tablet. What is it about multi-windows that requires "provider" or "regional" support? What other features require this kind of 'support'?
It just means this feature may be not available in some regions. Some carrier may remove it. But actually, this is available in all regions as I know.
