Just got the note and noticed the icons are smaller than my infuse
Can they be made larger?

You can, but not so simple.
Method 1: change the LCD density (dpi). You need root your phone, then there are some helps helpo you change the dpi. This usually causes problems and may mess up your phone. Not receommeded.
Method2: some launchers allow you to change the icon size, maybe ADW.Launcher, or go launcher. This is safe!!
