This feature ia always available in driving mode. Very likely after the update, your driving mode is disabled.
You can turn it on through settings–language and input—text to speech output–driving mode. Once you turn it on, you can tap Driving mode settings–enable unlock screen.
After using 5.3 inch Note, very few people want to go back to the 3.5 inch.
