Did you get the correct language (once the handwriting recognition is enabled, in the right of toolbox for handwriting recognition)?
Usually once you write, the recognized text will be put in a text box. Although there is a lag, but it is marginal.
Anyway, you probably can go to local Samsung service centre for a hardware check.
