Galaxy Note need read that number from SIM card. It seems after ICS update, users cannot manually set it anymore (in most other Android phones it is under calls–additional settings).
You may try to put your SIM card on any phones that can set own phone numbers, and set the number. Then, you can try to put this SIM card on your Note.
