If you already tried a new battery, and factory reset, the last thing, as I know, you may try is a new cable and another charger (one rated as 1000mA).
You may also try to disable/enable the USB debug mode (Settings–Developer options–Debugging–USB debugging)
Anyway, I cannot recall any other possible software settings.
